OREANDA-NEWS. July 22, 2013. The Federal Antimonopoly Service (FAS Russia) held a session of the Expert Council for developing competition in retail trade. The agenda included a draft Federal Law “On Introducing Amendments to Some Legislative Acts (on the Issues of Regulating Trading Activities)” devised by FAS jointly with the Ministry of Industry and trade.

Summing up the discussion, the following conclusions were made:

1. The Expert Council supported the draft Federal Law except amendments to Article 14 of the Federal Law “On the Fundamental Principles of State Regulation of Trading Activities in the Russian Federation”

2. Proposals on introducing amendments to Article 14 of the Law “On Trading” should be forwarded to unions and associations to enable market participants form positions on the issue

3. The Council recommends the “Association of Producers of “Rusbrand” Private Label” Non-Commercial Partnership together with the Association of Retailers to devise proposals on introducing provisions to the Law “On Trading” prohibiting sale of food products by trading networks at the prices below the purchasing prices

4. The Council shall prepare explanations for the regional FAS Offices and market participants on discounts regulation.
