OREANDA-NEWS. November 28, 2013. The Federal Antimonopoly Service (FAS Russia) discussed execution of the Action Plan (Road Map) for “Developing Competition and Improving the Antimonopoly Policy”.

On 17th August 2013, the Government of the Russian Federation made FAS a responsible body for coordinating actions of the executors and co-executors of the Road Map and for achieving the results and target values specified in the Actions Plans.

Meeting participants included representatives of the Ministry of Economic Development, the Ministry of Justice, the Ministry of Energy, the Ministry of Communications, the Ministry of Regional Development, the Ministry of Industry and Trade, the Ministry of Emergencies, the Federal Tariff Service, the Ministry of Education and Science, the Ministry of Health Care, the Ministry of Transport, the Strategic Initiatives Agency, and the Inter-Branch Working Group for Monitoring and Control of the Actual Execution of the Actions Plan (“Road Map”) for “Developing Competition and Improving the Antimonopoly Policy” at the Government Commission for Competition and Developing Small and Medium Business.

Deputy Head of FAS Andrey Tsyganov drew attention to the importance of increasing efficiency of inter-branch cooperation in drafting normative legal acts and reports.

As a result of the discussions, participants concluded that FAS as the “Road Map” coordinator should organize meetings with executive agents and the Strategic Initiatives Agency on a regular basis to discuss execution of the Action Plan for the Road Map. It is also necessary to expand the practice of discussing draft normative legal acts and reports, particularly, in order to eliminate disagreements, at the platform of the Strategic Initiatives Agency.

“Informing non-government organizations of entrepreneurs about the strategy for developing antimonopoly regulation in Russia is an important and mandatory form of cooperation between FAS and civil society, enabling FAS to promptly receive feed-back, evaluate efficiency of our efforts, make well-targeted decisions and adopt corrective measures”, pointed out Deputy Head of FAS Andrey Tsyganov.
