OREANDA-NEWS. February 13, 2014. In Kazakhstan the average monthly wage increased by 7.5% to 108,640 tenge in 2013. This was reported by the Minister of Labour and Social Protection Tamara Duissenova at the board meeting.

The Minister also noted that considerable progress has been made in achieving positive results by the majority of the basic indicators of social development in 2013. The employment level has been increased as about 95% of able-bodied citizens have jobs. More than 250,000 people became employed under the "Employment Roadmap 2020" Program.

Kazakhstan is to introduce a new system of remuneration for civil servants in 2015.

According T. Duissenova, a new model will be introduced for this category where remuneration depends on the level of education, skill, complexity and responsibility of work since July 1, 2015.

"It is proposed to introduce the distribution of civil servants’ positions into 4 categories: managerial, substantive, administrative and technical staff," T. Duissenova said.

The Minister also announced that it is planned to differentiate the coefficients schedule for calculating the salary for certain categories of staff, to organize a system of additional payments and allowances having divided them into compensatory and promotional.

Deputy Prime Minister of Kazakhstan Gulshara Abdykalikova requested the Ministry of Labour and Social Protection to improve the order of social assistance for citizens in need.

"We need to further improve the procedure of social assistance. The basic condition for getting assistance should be citizens’ participation in employment and social adaptation programs," Minister of Labour said at an extended board meeting.

According to her, a pilot draft to ensure social benefits to people in need in Akmola, East Kazakhstan, Zhambyl regions will begin this year.

"To do this, 1.5 billion was allocated from the national budget. I would like to see these funds to be used effectively," G. Abdykalikova emphasized.

Deputy Prime Minister also recalled that since July 1, 2015, as the President of Kazakhstan noted in his Address to the Nation, the volume of incapacity benefits will be increased by 25%.
