OREANDA-NEWS. April 25, 2014. The head of Kazakhstan Agriculture Ministry (MOA) Asylzhan Mamytbekov has suggested creating one law "On Agricultural Cooperation" instead of five.

"It is necessary to introduce the possibility of net income distribution among the members of the cooperative established as a non-profit organization, elimination of unnecessary regulation of relations. In this regard, we offer one law - "On Agricultural Cooperation ", which would include all of those questions. It is important how the relations of the cooperative participants are regulated," A.Mamytbekov said during "round table" on "Improving the legislation on cooperation" held in the Senate of the Parliament of the Republic of Kazakhstan.

In this law it is proposed to introduce a special tax regime on agricultural cooperatives without restrictions, as well as introduction of standard documentation and annual audit," he explained. "We offer to subsidize the costs of the cooperative to increase confidence in the board of the cooperative and thus remove these issues according to Germany’s experience in the first stage," he explained.

Today, as the head of the Agriculture Ministry noted, cooperation matters of Kazakhstan are controlled by five laws "On consumer cooperative", "On production cooperative", "On rural consumer cooperative", "On agricultural partnerships and associations" and "On rural consumer cooperative of water users".

According to A.Mamytbekov, today the share of cooperatives in the total number of agricultural enterprises in Kazakhstan is less than 1%. "As of January 1, 2013, 1545 rural consumer cooperatives, 346 rural consumer cooperatives of water users and 1 473 production cooperatives were registered ", he said.

A.Mamytbekov noted that 1 006 production cooperatives account for SKR, whereas Kostanay Region  has only one production cooperative, Pavlodar – 5, NKR - 13, Akmola Region - 15.
