OREANDA-NEWS. May 13, 2014. The Federal Antimonopoly Service (FAS Russia) sent letters to the heads of 85 subjects of the Russian Federation. FAS informed the heads of the regions about creating “White and Black Books” of pro- and anti-competitive regional practices in order to prevent violations of the antimonopoly law and disseminating the best practices.

FAS undertakes these efforts under the framework of initiatives to implement the Road Map on “Development Competition and Improving the Antimonopoly Policy”, approved by the Decree of the Government of the Russian Federation of 28 December 2012.

The “White Book” includes the best practices of the authorities of the subjects of the Russian Federation and local self-government bodies, facilitating development of competition; while the “Black Book” reflects the worst regional practices of anti-competitive nature.

FAS already prepared 2012 and 2013 “White and Black Books”and it is planned that the antimonopoly bodies will do such work annually.

“We hope that eventually the “White Book” of pro-competitive regional practices will have as many pages as possible showing that the subjects of the Russian Federation adopt acts and exercise actions aimed at developing competition”, commented the Head of FAS Analytical Department, Alexei Sushkevich.
