OREANDA-NEWS. June 16, 2014. The Head of FAS Fiscal Control Department, Vladimir Mishelovin, and an advisor to FAS Fiscal Control Department, Stanislav Drouzhinin, jointly with the Head of FAS Office in the Nizhny Novgorod region, Mikhail Teodorovich, had several working meetings on the issues of implementing the Regional Standard for Developing Competition. The Standard is devised by FAS in accordance with the Action Plan (“Road Map”) on “Developing Competition and Improving the Antimonopoly Policy”.

The visit of FAS representatives to the Nizhny Novgorod region started with a meeting with Vice-Governor – First Deputy Chairman of the Government of the Nizhny Novgorod region, Vladimir Ivanov. The parties discussed the measures to be implemented under the framework of the Standard for Developing Competition in the Nizhny Novgorod. As a result of meaningful dialogue, representatives of the state bodies agreed to devise practical steps to create incentives and conditions for developing and protecting entrepreneurs, eliminating administrative barriers in the region, as well as approving the format of cooperation between FAS and the regional government.

The next event was a meeting with a public official of the Strategic Initiative Agency in the Nizhny Novgorod region, Alexei Alyokhin, organized at Nizhny Novgorod OFAS. Summarizing the results of the meeting, the parties agreed on cooperation to form priority socially important markets and business community to implement the Standard for Developing Competition and advance entrepreneurship in the region.

Possibilities of implementing the “Road Map” for “Developing Competition and Improving the Standard for Developing Competition at the level of local self-government became the key agenda of the meeting between FAS representatives and the senior management of the regional branch of the Nation Self-Government Council: the Branch Chairman, a member of the Federal Council of the Federal Assembly of the Russian Federation, Alexander Vainberg, and Branch Deputy Chairman, Deputy Mayor of Nizhny Novgorod, Elizaveta Solonchenko.

At the end of the day, the FAS delegation met with the staff members of the Office of the Plenipotentiary Envoy of the President of the Russian Federation in the Privolzhie Federal District, where they also discussed the issues of cooperation towards developing competition in Privolzhie Federal District.

In accordance with the instructions given by the First Deputy Chairman of the Government of the Russian Federation, Igor Shuvalov, FAS is directly involved in the pilot project for introducing the Regional Standard for Developing Competition in the Republic of Tatarstan, the Khabarovsk, Volgograd, Nizhny Novgorod and Ulyanovsk regions, as well as in St Petersburg.

“It is necessary to ensure a system-wide and unified approach to the efforts towards developing competition across the entire territory of the Russian Federation in view of the specifics of performance of the regional economy and markets. In that regard, FAS is ready to an open dialogue with the authorities of the constituent territories of the Russian Federation in order to achieve the objectives towards developing competition set by the Government of the Russian Federation and elaborate approaches to resolving the problems emerging in the course of adoption the Standard for Developing Competition”, the Head of FAS Fiscal Control Department, Vladimir Mishelovin.
