OREANDA-NEWS. September 15, 2014. The Office of the Federal Antimonopoly Service in the Vologda region (Vologda OFAS Russia) found that Vologda State Duma violated the antimonopoly law in the part of restricting competition by the authorities.

On 19th December 2013, members of Vologda State Duma passed several amendments to the Regulations of a tender for passenger transportation. The amendments included a Clause that transport companies must have the right for owning a vehicle, equipping the infrastructure, availability of automated transmission vehicles in the car fleet, and a number of other controversial additions.

Vologda OFAS issued a determination to a local self-government body to exclude additions from the Regulations that by no means impact the quality of the rendered service.

“Buses that set out on routes must be fault free and clean, and for the quality of service it does not matter where buses will be repaired and washed. The levels of wages and personnel supply also do not impact the quality of travel in urban transport, so such Clauses must be excluded”, points out the Head of the Department of Vologda OFAS for Control over the Authorities, Tatiana Tikhomirova.
