OREANDA-NEWS. October 21, 2014. Representatives of federal executive bodies, the largest oil companies from Russia and aboard and independent industry experts took part in a Conference on “The Market of Oil Products in the Russian Federation: the Main Vectors of Development”.

The Head of the Department of the Federal Antimonopoly Service (FAS Russia) on Control over Fuel-and-Energy Complex, Dmitry Makhonin, made a report on the pressing issues of antimonopoly regulation of the oil products market at the session “Trends on the Domestic Market of Oil Products in the Russian Federation. Fiscal Policy. The Prospects of of Transition to Euro-4 in 2015”.

He described the structure of market of oil and oil products in the Russian Federation in 2013 and outlined the current problems on the domestic market of oil and oil products in Russia, including violations of the antimonopoly law particularly: creating discriminatory conditions, preventing market entry, fixing monopolistically high prices, unreasonably fixing different prices (tariffs) for the same goods.

At the same time, Dmitry Makhonin emphasized signing trade policies by oil companies aimed at preventing violations of the current law of the Russian Federation and organized splitting off of the companies involved in wholesale and retail sales of petrochemicals by types of activities.

“Important steps in developing the fuel-and-energy sector was introducing amendments in 2012 to the Federal Law “On Protection of Competition” that establish requirements for market pricing at exchange trading, and a joint Order of FAS and the Ministry of Energy in 2013 “On Establishing the Lowest Value of Oil and Oil Products Sold through Exchange…”. Executing them facilitated establishing an objective market index for oil products. For instance, in 2013 the turnover of oil products sold through exchange reached 386.4 billion RUB, the number of bidders – 1 351, and the number of transactions concluded at exchange – 53,240, with the average transactions for 254 tons”, said Dmitry Makhonin.

Deputy Head of the Department on Control over Fuel-and-Energy Complex, Daria Savina, also made a report on the impact of the international market of oil and oil products on pricing in Russia at the Round Table “Pricing on the Market of Oil Products in the Russian Federation. Developing the Reserved Price Mechanism”.
