OREANDA-NEWS  President of Ukraine Vladimir Zelensky, against the background of foreign media publications that the West is pushing Kiev to dialogue with Moscow, has set conditions for starting negotiations with Russia.

"Restoration of territorial integrity, respect for the UN Charter, compensation for all losses caused by the war, punishment of every war criminal and guarantees that this will not happen again. These are absolutely understandable conditions," the head of state said in a video message on his Telegram channel.

The day before, Kremlin spokesman Dmitry Peskov said that Moscow is open to contacts with Kiev, but Ukraine itself has legally prohibited any negotiations with the Russian side.So, now Zelensky's decree of October 4 is in force in Ukraine, which approved the decision of the National Security and Defense Council of the country that it is impossible to hold talks with Russian President Vladimir Putin.

As the Italian newspaper la Repubblica wrote, the United States and NATO countries are discussing on what conditions the dialogue between Ukraine and Russia can resume. The Washington Post newspaper, citing sources familiar with the discussions, reported that the White House privately asked the Ukrainian leadership to demonstrate openness to negotiations.
