Nabiullina proposed to increase fines for banks

OREANDA-NEWS The head of the Central Bank, Elvira Nabiullina, proposed increasing fines for banks for violating consumer rights. During her speech in the State Duma, she called the strengthening of financial responsibility a strong deterrent to unscrupulous behavior, RIA Novosti reports.
According to Nabiullina, the regulator's priorities in this area include combating unfair sales, protecting the rights of borrowers and the most vulnerable categories of citizens, including the elderly and the disabled.
The legislative changes that have already been adopted are working. For example, in 2024, complaints about the imposition of paid services decreased by almost half, that is, the severity of the problem has obviously decreased.
"What are we missing? We clearly lack higher fines for banks for violating consumer rights. In our opinion, they need to be increased," the chairman of the Central Bank emphasized. At the same time, she acknowledged that the main task remains to work with the growth of the culture of organizations.
Earlier, the State Duma adopted a bill banning the imposition of any additional goods, works and services on consumers. If signed by the President, the new rules will enter into force on September 1, 2025. In particular, the consumer will have the right to refuse to pay for the imposed purchases, and if they took place, then demand a refund.
