OREANDA-NEWS  The State Duma wanted to issue mortgages at one percent per annum for families with disabled children. Such an initiative for some Russians was supported by Alexander Aksenenko, Deputy Chairman of the Committee on Construction and Housing and Communal Services.

The MP believes that this is the only way these families will have a chance to improve their living conditions. "We currently have a Family Mortgage program that helps families with children purchase housing at 6 percent. But even a preferential mortgage is not available to many families where a disabled child is being raised, as their costs are often higher," Aksyonenko explained.

The parliamentarian added that often one of the parents has to leave work, providing constant care for a child with a disability. Aksyonenko proposed setting the initial payment for such families at no higher than 20 percent of the cost of housing.

"For families, and especially for those with special children, this is an unbearable burden. And the more families are initially "collected", the more expensive the apartments become," the deputy emphasized.

Earlier it turned out that housing has become unaffordable for the majority of Russians — only 8 percent of citizens can save up for a down payment on a mortgage in two years.
