"The Chelyabinsk region is a region of absolute opportunities. A place where everyone can realize their potential. The land of 3,000 lakes, taiga forests and high mountains. And surrounded by this nature, there are modern cities and unique industries," said Alexey Texler, the head of the region, in his speech at the ceremony.

Earlier it was reported that a lynx was found stuck in barbed wire in an industrial zone in the vicinity of Chelyabinsk. After a call from eyewitnesses, specialists from the city's rescue service, the Ministry of Ecology, and zoo staff decided to use a tranquilizer to put the lynx to sleep and safely release it from its steel bonds.
