Government purchases of VPNs in Russia have increased

OREANDA-NEWS According to the results of the first five months of 2026, the volume of government purchases of corporate VPNs and secure communication channels in Russia remained approximately at the level of the same period last year, however, if we take into account the last two months, there is a noticeable increase after the disastrous first quarter. The number of contracts increased by five percent, from 1.9 thousand to 2.08 thousand, and their total value decreased by 9.6 percent— from 11.4 billion rubles to 10.3 billion.
Basically, the growth in the number of VPN contracts is provided by commercial organizations with state participation (procedures are carried out according to 223-F3). During the year, their share increased from 9 to 12 percent. The number of suppliers decreased from 167 to 144, while the average number of suppliers per lot is 1.1, which means that most often there is no competition.
Daniil Levchenko, the architect of the Reksoft Information Security Department, stressed that the collapse in demand in the first quarter was not significant, as it was affected by stricter requirements for the registry of domestic software, as well as the late introduction of budget limits. Pavel Korostelev, head of the product promotion department at Security Code, agrees that interest in the services remains, so customers came for them after they received funds from the state budget.
According to Levchenko, for sales in the second half of the year, the main challenge for the industry will be the change of cryptographic standards, which is being prepared by the Federal Security Service (FSB).
In April, it was reported that the administrations of many Russian cities and regions had opened tenders to provide them with VPN services. The applications specifically stated that a virtual private network was needed for use in government institutions, and the total demand was estimated at 300 million rubles.
