The dialogue "is based on a systematic and, most importantly, planned basis", but not all agreements are implemented, the Belarusian leader said.

Earlier, Lukashenka complained that Moscow no longer perceives relations with Minsk as fraternal, and he called the upcoming talks in Russia difficult.

"I do not say fraternal state, because, as I am informed, in Russia it is not perceived — said the President. - Allegedly there were new people to whom this concept is unacceptable. Well, let's be partners."

The President of Belarus recalled that within three years due to the tax maneuver in Russia, Belarus has lost almost 4.5 billion dollars, and by 2024 the amount will increase by another 10.5 billion.

The tax maneuver provides for a gradual zeroing of the export duty on oil and an increase in the met rate. Minsk suffers financial losses due to the expected increase in the cost of Russian oil and reduction of export duties on oil products.

Meanwhile, the Kremlin representative Dmitry Peskov noted that, despite the sometimes problematic issues, Russia and Belarus remain fraternal States. Also, the press Secretary of the head of state said that the leaders of the countries will soon be able to discuss all the difficult moments.

We remind that Lukashenka is to arrive in Russia on December 25, where he will have a meeting with his Russian counterpart. The heads of state will sum up the results of cooperation in 2018 and outline the directions of development of relations in the trade and economic sphere.
