Russia's budget deficit in January-August amounted to 2.5 percent of GDP

OREANDA-NEWS The Russian federal budget deficit for January-August 2026 previously amounted to 5.8 trillion rubles, or 2.5% of GDP, according to the Ministry of Finance of the Russian Federation.
"By the end of January-August 2026, the federal budget had a deficit of 5,795 billion rubles," the materials on the ministry's website say.
According to the table below, the federal budget deficit in January-July amounted to 2.5% of GDP. The level of budget deficit in 2026, approved by the budget law for 2026-2028, is 3.786 trillion, or 1.6% of GDP.
Thus, according to preliminary estimates, the volume of federal budget revenues in January-August 2026 amounted to 25.929 trillion rubles, which is 9.2% higher than the volume of revenue in the corresponding period of 2025.
At the same time, there is a positive trend in terms of the receipt of key non-oil and gas revenues from both the federal budget (an increase of 18.1% year-on-year) and the budget system as a whole (an increase of 12.7% year-on-year), the Ministry of Finance notes.
"According to preliminary estimates, the volume of federal budget expenditures in January-August 2026 amounted to 31,724 billion rubles, which is 14.7% higher than in the previous year. The outstripping dynamics of federal budget expenditures in January-August 2026 is due to the prompt conclusion of contracts and the advance payment of certain contractual expenses," the materials say.
According to the current law on the budget for 2026 and for the planning period of 2027 and 2028, the total budget revenue for 2026 was approved at 40.283 trillion rubles (17.1% of GDP), and expenditures will amount to 44.069 trillion rubles (18.7% of GDP).
