According to the new rules, starting in February, a family mortgage cannot be issued separately: if one spouse takes out a loan, the other automatically acts as its guarantor or co-borrower. There is now one general limit for a family, but it often does not cover the real needs of Russians. For example, in the residential housing segment, the amount of the limit is limited to 12 million rubles. At the same time, a plot within the city limits costs 4-5 million rubles, and together with communications, house construction and furnishing, the purchase budget reaches 15-20 million.
In this regard, borrowers use a workaround scheme: families with two children file for a fictitious divorce so that each spouse can apply for a preferential mortgage. The cumulative limit on residential housing in this case is already 24 million rubles. In such circumstances, a fictitious divorce becomes not a family drama, but a legal tool that allows you to reach the missing financing in conditions of low-access market rates. "If the program is conceived as family support, it must take into account typical budgets and scenarios, otherwise, instead of family support, the market gets an incentive to fictitious solutions," stated Pulkin.
Earlier it was reported about a reduction in the supply of apartments suitable for a family mortgage. In a year, their number will decrease to 25 percent.
