OREANDA-NEWS  The Ministry of Finance has proposed to limit the use of foreign cloud services in large Russian corporations, said the head of the department Maksut Shadaev.

"We can all see now that the situation is not easy and the rate is high, and many large customers are cutting their IT budgets a little. In this situation, we are thinking about additional incentives for the growth of demand for domestic solutions. And in this situation, our approach is that large corporations can consider phasing out the use of foreign cloud services where there are mature Russian counterparts," he said at the TAdviser SummIT 2025.

In his opinion, this will help support domestic developments, and companies will receive additional earnings. At the same time, the ministry understands that there are foreign solutions for the markets, it is difficult to pay for them, but users go for it.

"De facto, these are services that, it turns out, we take from under the floor from foreign companies that, in general, have stopped their work. Yes, absolutely (there is. — Editor's note) user habit conflict. But if companies don't operate, if they have defiantly left, it is strange that we continue to pay for these services," Shadaev explained.

On Monday, at a meeting with representatives of the business community, President Vladimir Putin said that foreign services that "have not fully" left the Russian market and are acting against the interests of the country "must be stifled and reciprocated."

The law on "landing" has been in force in Russia since 2022. Large foreign IT companies with an audience of more than 500,000 Russian users per day are required to open a branch or representative office in the country. They should also post an electronic user feedback form on the website and register a personal account on the Roskomnadzor website for interaction with the authorities.
