The State Duma passed a law on data centers

OREANDA-NEWS At the plenary session, the State Duma adopted in the second and third readings a bill on data processing centers (data centers), for data centers included in the state register, a rule will apply prohibiting the placement of mining infrastructure in them.
In the first reading, the initiative was adopted by the State Duma in 2022.
The law defines data centers. They are proposed to be understood as a set of buildings or premises united by a single purpose, including a complex of engineering and technical support systems designed and used to accommodate equipment for data processing or storage. Moreover, the status of data centers as communication facilities is being consolidated, now the data center is not a "technical room", but a full—fledged part of the critical digital infrastructure.
Earlier, Anton Nemkin, a member of the State Duma Committee on information Policy, noted that the amendments to the draft for the second reading prescribe that a state register of data centers will be created, where it will be possible to enter voluntarily, according to criteria approved by the government. For objects included in the register, there will be a ban on mining cryptocurrencies in order to exclude substitution of goals and unfair use of benefits, he emphasized.
It also provides that for the period up to 2030, the government of the Russian Federation has the right to establish not only the specifics of the application of new rules for the sale of SIM cards in new regions of the Russian Federation, but also the deadlines after which telecom operators will not be entitled to provide communication services for subscriber numbers.
