On April 28, 2007 at the meeting, the Government of Kyrgyzstan chaired by Prime Minister Almazbek Atambayev adopted a regulation on the draft Law of the KR “On the Nationalization of the Crystal JSC”, reported the press-centre of  IBC. Taking into account the Crystal JSC’s strategic significance to Kyrgyzstan, we approved the draft law on the nationalization of this plant, said the Prime Minister. Should the enterprise receive $40-50mln in capital investments, it will cost $500 mln in a year or two, clarified Atambayev. In his words, Kazakhstan and Russia promised to invest in the project.


The Government of Kyrgyzstan will never resort to nationalization in future. “This case is the first and only one,” asserted Almazbek Atambayev. The bill should now be considered by the Jogorku Kenesh. On April 10, the Government of the KR adopted the draft Law “On the Special Status of the Crystal-1 JSC”.  According to the document, the Crystal-1 JSC is a public company to be formed on the basis of active assets of the Crystal JSC. The profile activities include the manufacture of polysilicon, single-crystalline silicon, trichlorosilane, and synthetic quartz crucibles. The government will control 100 percent of the Crystal-1 JSC’s stock.
