On 20 February 2008 in Moscow was held the international congress “Russia in the global economy: from business competitiveness to country competitiveness”, the organizers were Russian Union of Manufacturers and Businessmens, the State Duma committee phase-shifting circuits Russian Federations for economic policy and business.

Furthermore, the works for creation of the infrastructure in four zones of technology-innovative type (in St. Petersburg, Dubna, Zelenograd and Tomsk ) actively go, seven tourist-and-recreational special economic zones (the Altai Territory, the Republic of Altai, the Republic of Buryatia, Krasnodar and the Stavropol Territories, Irkutsks and Kaliningrad Regions ) have been created and the competitions have been announced For selection of applications for creation of port special economic zones (from January 31 2008 ). Pluses of special economic zones - creation of the infrastructure at the expense of budgetary funds and funds of region administrations, grant of tax, customs and administrative ("Single Window" system ) preferences, favourable land use treatment.

A. L. Overchuk noted that the special economic zones, as points of economic growth, are oriented towards as on internal, and on off-shore markets . Customs privilege, provided for by legislation for residents of special economic zones, enable of exit on the international markets.

At the held on briefing 000 business community representatives with major participants of negotiation process on Russia's accession to the WTO following questions were discussed:

- development of the region and increase of their of competitiveness - major factor of stability provision in Russia;

- role and significance of regional legislative authorities in formation and regulation of interregional economic cooperation;

- potential association of regional administrations, entrepreneurial and public organizations to develop and strategies fulfilment and social and economic development programmes;
