OREANDA-NEWS. September 10, 2010. The Cabinet of Ministers of Ukraine intends to optimize the structure, number of employees and expenditures for the maintenance of regional, district and Sevastopol city state administrations, and to eliminate duplication of powers and functions between their departments. This was announced by the Vice Prime Minister of Ukraine Viktor Tykhonov, chairman of the Governmental Committee on regional and social policy, construction, housing and human development. A corresponding draft of the Cabinet of Ministers of Ukraine resolution is developed by MRDC, however, according to Viktor Tykhonov, it is sent for revision.

The Vice Prime Minister of Ukraine, referring to members of the Governmental Committee, stressed that during revision of draft Resolution "On Amendments to Annexes 1-4 to the Cabinet of Ministers of Ukraine resolution dated August 1, 2007 № 996 "On approval of recommended lists of departments, units  and other subdivisions of local state administrations", the feasibility of operation of a structural unit, as well as the quantity of their employees must be carefully studied.

"We must answer the question whether, for example, 2.5 thousands officials should work in Kiev, as it is today. And most important, how effectively does such quantity of employees execute their duties in regional and district state administrations. How many state enterprises are in that or another industry? The answer is obvious. Instead, the local administration have "bloated" Department on certain issues, although such a workload might be performed by a division or even a sector"- Viktor Tykhonov said.

For information - during the meeting of Governmental Committee on regional and social policy, construction, housing and human development, which took place on September 7, chaired by the Vice Prime Minister of Ukraine Viktor Tykhonov, a number of draft legal documents were approved. Among them - the draft Decree of the President of Ukraine "On the Day of Social Justice", draft decisions of the Cabinet of Ministers of Ukraine "On approval of the Basic directions of state employment policy for years 2010-2011", "On Amendments to the Cabinet of Ministers of Ukraine resolution dated July 19, 2006 No. 999 and a number of other draft resolutions and directives of the Cabinet of Ukraine."
