OREANDA-NEWS. November 12, 2010. ARMADA (MICEX, RTS: ARMD) announces that it has won two tenders staged by the Justice Ministry of the Russian Federation to develop an e-government solution involving the maintenance and development of the Regulations of the Russian Federation subsystem, and the development and maintenance of the federal register of municipal regulations.

The system is a unique official legal database for the country that covers all levels — from federal to municipal legislation. As of today, it contains over one and a half million regulations in electronic format — specifically, the Constitution, the Civil and Criminal Codes of the Russian Federation, federal and municipal laws and other documents. The documents are available to the public at http://zakon.scli.ru, and the system’s core automates the main technological processes for maintaining legal information in the Justice Ministry of Russia.

The system gives Russian people and businesses an opportunity to exercise their constitutional right to reliable information on regulations of the Russian Federation. It offers users improved access to information contained in the unified register of legislative acts, ensures that the information is up to date, complete and reliable, enables legislation monitoring, and allows for the enhanced transparency of processes involved in registering regulations and changes to them, as well as additional information.

ARMADA has previously won tenders for contracts to develop the subsystem, which it created and put into operation in 2007—2009. With these contracts won, ARMADA will continue to develop software modules for the subsystem, implement them in the Justice Ministry’s federal and regional divisions, and be responsible for the maintenance of the solution.
