OREANDA-NEWS. May 24, 2011. OJSC Rostelecom and the Bank of Moscow signed an agreement on the strategic partnership and cooperation in the area of the "Electronic Government" infrastructure development within the framework of the 2nd International Forum called "The Distance Services and Payments. Russia and CIS 2011".

Oksana Smirnova-Krell, Vice President of the Bank of Moscow, and Aleksey Naschekin, Vice President for Innovation Development of Rostelecom, have put their hands to the document.

As set forth by the signed Agreement, the parties shall jointly create the organizational and technical infrastructure for the receipt and payment of services rendered to the citizens with the aid of the "Electronic Government".

Especially, Rostelecom will ensure a technologic possibility of the subscription to the electronic cards issued by the Bank of Moscow, electronic digital signature for using these cards as a means of identification and authorisation of users of the state services common portal within the framework of the Agreement, and the Bank of Moscow shall issue bank cards with an identification application.

The parties shall also investigate a possibility of hooking up the Bank processing to the pre-processing of the "Electronic Government" to enable users to pay for the services in the "Private Office" of the common portal of state services using plastic cards issued by the Bank of Moscow.

The common portal of state services is a portal on the pages whereof the citizens will be rendered federal, regional and municipal services in the electronic form, especially, they will be able to receive information and pay duties, taxes, fines and other amounts charged by the state agencies like the Federal Tax Service of the Russian Federation, Federal Migration Service of the Russian Federation, Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation.

The Bank of Moscow was the first Russian bank, which enabled the municipal services payment from the "Private Office" at the common portal of state services with the aid of the information terminals (infomats) of the "Electronic Government" installed by Rostelecom.

By Order No 453-р dated 21 March 2011 the Government of the Russian Federation qualified Rostelecom as a sole administrator of events envisaged by the Information Society state program (2011-2020 ys.) with regard to the creation of "Electronic Government" infrastructure and the transfer of services rendered by the state governmental agencies into an electronic format.

The Bank of Moscow vigorously participates in the projects of social importance aimed to upgrade the form of the state services provision including the Universal Electronic Card and Federal Treasury projects. Especially, the Bank of Moscow has implemented the project making it possible to make payments at the unfixed bank details.
