OREANDA-NEWS. February 21, 2012. The Head the Department of the Federal Antimonopoly Service (FAS Russia) for Control over Electric Power Industry, Vitaly Korolyov took part in IX Krasnoyarsk Economic Forum, reported the press-centre of FAS Russia.

At the Forum there was a Round Table on the issues of infrastructure accessibility, where participants discussed the most pressing issues for business community on technological connection to electric power networks. In particular, it was proposed to improve the rules for technological connection towards developing client-oriented relations of network companies to their customers by creating incentives for network companies to properly observe the rules.

Participants of the “Round Table”, who included representatives of federal executive bodies, federal and regional network companies, industry experts and representatives of big and medium business, emphasized the need to increase transparency of developing investment programmes of electric grid companies by public hearings. Under such procedures consumers will be able to express their opinion regarding expediency of constructing certain grid facilities, which directly affects the size of final payments by consumers for the services of network companies.

“We raised many controversial issues but also developed approaches to their solution, which is the principal practical result of discussing such issues as connecting to electric power networks, importance of which can hardly be overestimated, because no manufacturing, no type of business can function without electricity”, said Head of FAS Department for Control over Electric Power Industry, Vitaly Korolyov, about the Forum.

The key themes at IX Krasnoyarsk Economic Forum, that took place on 16–18 February 2012, were strategic initiatives that Russia needs today, as well as prospective projects, and directions for development of Russia and its regions. The general line of the Forum Темы was “The Time of Strategic Initiatives”.

IX Krasnoyarsk Economic Forum started with an exhibition “Investments, Innovations, Infrastructure. The Future of Siberia”. The Forum-2012 events included the 4th Youth Forum “Universiade. Krasnoyarsk Ambitions” of young managers from all over Russia who won in tough competitive selection.

Representatives of the Office of the President of the Russian Federation, the Government of the Russian Federation, the key federal ministries, regional and municipal authorities responsible for implementing federal modernization programmes and projects took part in the Forum. Other attendees included representatives of development institutions and state-run corporations carrying out investment projects, the leading experts, academics and representatives of business community.
