OREANDA-NEWS. December 17, 2013. The Head of the Department of the Federal Antimonopoly Service (FAS Russia) for Control over the Authorities Vladimir Mishelovin took part in the II Annual Conference “Alcohol Market in Russia”.

At the Conference Vladimir Mishelovin discussed the main violations of the antimonopoly law in 2013, pointing out at the trend of increasing anticompetitive actions by the authorities in the subjects of the Russian Federation. Participants also discussed the issues of state regulation of the alcohol market, the main specifics and today’s problems, the prospects of market development in 2014.

“To develop fair competition on the markets of production and circulation of alcohol products, reduce influence of adverse consequences of anticompetitive actions of the authorities and unfair market participants upon competition, FAS will support the processes facilitating equal conditions for market performance.

For example, common conditions and rules for circulating alcohol products within the Customs Union, leveling conditions on excise duties, introduction of the minimum price for vines, creating a concept of public catering organization that excludes organization of “filling outlets” instead of former kiosks, introducing a system of Unified State Automated Information System (USAIS) in retail, developing the system of self-regulation with full, particular, material responsibility of business as an alternative to the elements of state monopoly”, summed up Vladimir Mishelovin.
