OREANDA-NEWS. February 20, 2014. The Prime Minister Serik Akhmetov held a cabinet meeting where the process of implementing the comprehensive plan for the development of export potential of cattle meat for 2011-2015 was reviewed.

A report on this subject was made by the Minister of Agriculture A. Mamytbekov.

Opening the meeting, the Prime Minister noted that "The President in his Address to the Nation and in a recent government meeting focused on improving the competitiveness of agricultural sector." "The challenge ahead is for Kazakhstan to become a major regional exporter of agricultural products," Akhmetov said.

According to the minister, "the growth rate of cattle in farms increased up to 15% for the last 2 years, cows - to 19.4%; in farms cattle growth rate rose to 20%, cows - up to 26.1%". Since 2011, the growth trend in the proportion of cattle in agricultural organizations. In 2013, the percentage of cattle in organized farms was 31%, in personal subsidiary plots - 69%.

Head of the Ministry of Agriculture also told about new approaches in financing of the cattle.

"To encourage farmers, grant standards for cattle breeding stock has increased to 18 thousand tenge per head from the current year. In addition, there was an increase of subsidies for the purchase of pedigree cattle of domestic breeding from 118 thousand to 154 thousand tenge," A. Mamytbekov said.

"Thus, a basis for effective interaction of project’s entire production string has been created by stimulating state support measures. High quality premium beef started being exported. More than 4 tons of meat and meat products, including premium beef of about 340 tons were exported in 2013," the Minister said.

Summing up the meeting, the Head of Government noted that the successful implementation of the comprehensive plan depends to a large extent on local executive bodies. The Prime Minister raised the issue of correspondence of those rural Akims’ work status, who do not control the progress of the program, to the number of regions administration. Along with this, the Head of Government has given a number of other orders to authorized state agencies to improve the effectiveness of the implementation of a comprehensive plan.
