OREANDA-NEWS. September 04, 2014. FAS initiated a case against “Federal Hydro-Generating Company – RusHydro” OJSC, “RAO Energy System of East” OJSC, “Yakutia GRES-2 [State District Power Plant]” CJSC, “Energosefrvice-Invest” CJSC and one of the largest American corporations – “General Electric International” as well as its subsidiaries – “GE Packaged Power, Inc” and “GE Rus” Ltd. upon elements of violating Part 4 Article 11 and Article 17 of the Federal Law “On Protection of Competition” in a tender for procurement of gas-turbine units for “Yakutia GRES-2”.

The case was initiated upon documents and information obtained by the antimonopoly authority in the course of unscheduled inspections.

The decision to finance construction of four electric power stations in the Far East was made on 22nd November 2012 by No. 1564 Order of the President of the Russian Federation. “Federal Hydro-generating Company – RusHydro” OJSC was authorized to carry out construction; to this purpose the company was given 50 billion RUB from the federal budget.

“Development of the Far East has big political and social significance and mostly is funded from the budget, so for us it is important to make sure that the winners of the tenders for constructing fuel-and-energy facilities were determined objectively in the Far East”, emphasized Deputy Head of the Federal Antimonopoly Service, Alexander Kinev.

“Investigating the case upon signs of an anticompetitive agreement in a tender for procurement of gas-turbine units for constructed Yakutia GRES-2 will be the next stage of our efforts to execute the instructions of First Deputy Chairman of the Government of the Russian Federation, Igor Shuvalov, to expose cartels in construction”, said the Head of FAS Anti-Cartel Department, Andrey Tenischev.
