Chinese President Xi Jinping and his Sri Lankan counterpart Mahinda Rajapaksa were present at the signing ceremony of CCCC's cooperative projects with Sri Lanka and the commencement ceremony of CCCC's Colombo Port City Project. CCCC President Chen Fenjian attended the ceremonies.

At the signing ceremony of the cooperative projects on September 16, Xi and Rajapaksa witnessed CCCC's signing the Franchise Agreement of Colombo Port City, the Agreement on Key Clauses of the Project of Hambantota Container Terminal Investment and Operation, and the Agreement on Loan Conditions of Colombo Port City with Sri Lanka and China Development Bank, marking that the two projects have completed initial business negotiations and preparations and entered the substantial stage of commencement, construction and operation preparation.
 
At the ceremony, both heads of state pinned great hope on the projects. China and Sri Lanka agreed to cement port and industrial park cooperation with the operation of Hambantota Port as the beginning to rejuvenate the Maritime Silk Road, Xi said. Colombo Port City Project is Sri Lanka's largest project with foreign direct investment as well as a symbolic project bearing Sri Lanka's vision of national development, Rajapaksa said.
