OREANDA-NEWS  A consortium led by American billionaire Todd Boeli is planning a deal to acquire Lukoil's foreign assets by exchanging them for the company's frozen securities, Reuters reported, citing sources.

In October 2025, the United States imposed sanctions on Lukoil and its subsidiaries, in which it holds a stake of more than 50%.

"A consortium led by American billionaire Todd Boeli is preparing a securities exchange deal to acquire international assets of the Russian oil company Lukoil ... The deal is expected to be concluded within a few weeks," the agency writes.
Sources told Reuters that the bank, acting on behalf of the consortium, acquired billions of dollars worth of frozen Lukoil securities from about 10 American and British investors from Western investment funds. These securities, the agency's interlocutors add, will be exchanged for the company's international assets.
In addition to Boeli, the consortium includes investment companies from the UAE International Holding Company (IHC) and Al Hail Holding, the Syrian-Qatari billionaire Al Hayat brothers, as well as the American Corporation for International Development Finance (DFC).
In September, the Financial Times newspaper reported, citing sources, that Boeli had received the support of the US authorities and representatives of the Persian Gulf countries for the possible acquisition of Lukoil's foreign assets. And in October, the New York Times reported that the U.S. government, through DFC, could receive about 15% of the shares in the company, which would be created as part of a potential deal to sell Lukoil assets.
The U.S. Treasury Department has extended the license period for transactions related to the sale of Lukoil's international assets several times. The last time the US Treasury announced a decision to extend it was on October 21 - until November 21.
