OREANDA-NEWS. The head of the Russian delegation at the talks with Ukraine, presidential aide Vladimir Medinsky, said that the Russian Federation received written proposals from Kyiv, which confirm its desire for a neutral and non-nuclear status. It is reported by TASS.

“We have received written proposals from Ukraine confirming their desire for a neutral, non-aligned and non-nuclear status, with the refusal to produce and deploy all types of weapons of mass destruction, including chemical and bacteriological ones,” he specified.

It is also proposed to ban the presence of foreign military bases and foreign troops on the territory of Ukraine.

In addition, Medinsky said that Moscow is taking two steps towards Kiev to de-escalate.

A new round of talks between Russia and Ukraine took place in Istanbul at the Dolmabahce Palace on the European side of the Bosphorus. The negotiation process was closed to the press and lasted about three hours.

Negotiations are expected to continue on Wednesday, March 30.
