The draft budget for 2026-2028 includes 203 billion rubles for the development of airfields

OREANDA-NEWS In 2026-2028, the state plans to allocate 202.6 billion rubles to finance the federal project "Development of the airfield support network".
This amount is included in the draft federal budget for the new three-year period submitted to the government, the Finance Ministry said. In total, it is planned to reconstruct and build at least 75 airfields by 2030.
In total, 129 airfields are planned to be upgraded by 2030. The Ministry of Transport estimated the amount of necessary financing in 2025-2030 at more than 522 billion rubles, including 366 billion rubles from the federal budget, 128 billion from extra-budgetary sources, and 29 billion from the regions.
Reconstruction and new construction works are planned at 76 airfields. At the same time, 28 of them will be updated as part of concession agreements with investors. The contribution of the state budget will range from 20% to 90% of the project cost, depending on the airport's passenger traffic, the Ministry of Transport explained. To compensate for private investments, an infrastructure levy on airlines was legalized in September this year. More than 50 small regional airfields are awaiting major repairs. The source of financing for these works is the increased air navigation fees from air carriers, which began to be charged at the end of last year.
The modernization of airfields will eventually be financed by increasing the cost of air tickets, the tariff burden per passenger, according to aviation authorities, will average 150 rubles.
The Ministry of Finance's message on submitting the draft budget to the government also states that the amount of financing for road construction in the coming three years will exceed the level of previous years. The project provides for 4.6 trillion rubles for these purposes.
