Anapa City Hall demands to recover 211 million rubles from the owners of tankers Volgoneft 212 and Volgoneft 239

OREANDA-NEWS Anapa City Hall is collecting 211 million rubles for work to eliminate the oil spill in the Kerch Strait, the municipal administration reports in its telegram channel.
According to the arbitration file, the claim was filed on March 7 with the Arbitration Court of the Krasnodar Territory, but has not yet been accepted for production. The defendants are Kama Shipping LLC and Volgatransneft CJSC.
"These companies are the owners of the tankers Volgoneft-239 and Volgoneft-212, which caused a spill of petroleum products in the Black Sea in December 2024. Damage was caused to the natural environment, an emergency regime was introduced, first at the municipal, and then at the regional and federal levels," the report says.
It notes that the mayor's office demands to recover 211 million rubles from the defendants, which is exactly the amount that has already been paid by the municipality under contracts to implement comprehensive measures to eliminate the consequences of an emergency. "This amount is not final, and the administration intends to increase the claims in the future," the city administration notes.
As reported, at a meeting on February 13, 2025, the Arbitration Court of the Krasnodar Territory brought Volgatransneft to administrative responsibility, fining it 300 thousand rubles for violating technical regulations during the operation of the Volgoneft 239 vessel. The Company was held liable under Part 2 of Article 14.43 of the Code of Administrative Offences of the Russian Federation. The plaintiff was the Novorossiysk Transport Prosecutor's Office.
At a meeting on February 27, the Arbitration Court of the Krasnodar Territory brought Kama Shipping to administrative responsibility for violations of technical regulations during the operation of the Volgoneft 212 vessel, and fined it 30,000 rubles.
Currently, the court is also considering the claim of the Federal State Budgetary Institution "Morspassluzhba" for the joint recovery of expenses from tanker owners for carrying out work to eliminate the spill of petroleum products.
On December 15, fuel oil tankers Volgoneft 212 and Volgoneft 239 crashed in the Kerch Strait, resulting in a fuel spill. According to the Ministry of Transport of the Russian Federation, four tanks with petroleum products were damaged, and about 2.4 thousand tons of fuel oil got into the sea.
During the Rostransnadzor inspection, it was established that both vessels were in the Kerch Strait in violation of seasonal restrictions on navigation in the water area.
Fuel oil emissions ashore are recorded in the Krasnodar Territory and the Crimean Peninsula. Regional emergency regimes have been introduced in the Krasnodar Territory. There is also a federal emergency regime.
