OREANDA-NEWS  The deputies of the State Duma from the LDPR proposed to ban the activities of organizations "whose main activity is the collection of overdue debts," that is, collection agencies. The relevant bill is sent to the Russian government for conclusion. On Wednesday, July 26, Izvestia writes about this with reference to the document.

As stated in the explanatory note, deputies continue to receive mass complaints from citizens about collectors, including psychological pressure on their part.

Among other things, the document provides for the introduction of a ban for banks to sell overdue debts of their customers to collectors. The authors of the initiative believe that banks can independently collect overdue debts under a loan agreement, "remaining within the legal framework." The bill has been submitted to the government apparatus, the press service of the Cabinet of Ministers told the publication.

Earlier, Kommersant found out that the second reading of amendments facilitating the interaction of collectors with debtors will soon take place in the State Duma. Lawyers warn that the measures will limit the rights of debtors and untie the hands of the recoverers.

In July, Russian President Vladimir Putin signed a law that implies imprisonment for 10 years for collectors for the use of violence against the debtor and the threat of its use. The definition of violence or threats includes, for example, a threat to destroy or damage property, as well as a threat to spread false information about the debtor or his relatives, discrediting honor and dignity.
