OREANDA-NEWS In Russia, it is necessary to change the system of maternity capital payments and establish a progressive scale. This was stated by the head of the Institute of Research and Expertise of VEB Andrey Klepach, quoted by the newspaper Vedomosti.

In the report "The role of human capital in improving the quality and dynamics of the development of the Russian economy", the VEB expert suggested several ways to increase the population through fertility. One of them Klepach called a progressive system of payments depending on the order of birth and the indexation of the maternity capital for each subsequent child, depending on the unfavorable climatic conditions of residence and district coefficients.

In addition, the representative of the VEB Institute proposed to extend the practice of social responsibility for large businesses, so that he would also transfer payments to employees for children, as well as give out a car to large families at the birth of a fourth child. At the moment, most of the maternity capital is paid for the first child, which "discourages the birth of the second and subsequent children," while payments to large families are transferred only if incomes are low — these measures need to be expanded, Klepach noted.
