"In 2022, purchases of only 57 million rubles were published - which is 82% lower than the cost of similar purchases in 2021... in 2019, 305 purchases worth 216.4 million rubles were published, in 2020 - 314 purchases worth 282.2 million rubles, in 2021 - 414 purchases worth 326 million rubles," the study says. "And in the first quarter of 2023, only one purchase of Microsoft Windows OC with a contract for 31 thousand rubles took place," it is noted there.

Analysts explain this by the fact that government customers are switching to domestic operating systems, among which RED OS and Astra Linux are the most popular. They are based on a foreign Linux OS and both are included in the register of Russian software and certified by the Federal Service for Technical and Export Control (FSTEC) of Russia.

The study clarifies that in 2021, government customers made 81 purchases of Astra Linux for 92 million rubles and 18 purchases of RED OS for 10 million rubles, in 2022 - 228 purchases of Astra Linux for 1.398 billion rubles and 33 purchases of RED OS for 44 million rubles. In 2023, 50 transactions were made for the purchase of Astra Linux for 57 million rubles, and 3 transactions for 11.9 million rubles for the RED OS.
