Military expert Dmitry Litovkin suggested that based on the results of the UAF raids on the territory of Russia and the results of the special operation as a whole, a decision could be made to build fortified points and protective structures on the border with Ukraine. According to him, quoted by NEWS.ru, before that the border had not been demarcated and there was no need for such construction, which allowed the Ukrainian forces to hit several targets on Russian territory without any damage to themselves.

To date, this has not worked, since a decision has been made to strengthen border protection, at least in terms of air defense. Accordingly, issues will probably be resolved with other things [in the field of border security], Litovkin noted.

He clarified that in the future, the construction of bomb shelters is not excluded, but it will be possible to talk about this in more detail only after the completion of the special operation. The expert also noted the work of the governors, who “respond promptly to events and notify the population”, which is a very good signal.

The reason for the conversation was the words of the Secretary of the Russian Security Council Nikolai Patrushev, who earlier called for the restoration of civil defense structures in the southern regions of Russia in order to protect the south of the country from a potential biological threat. According to him, the southern regions are most exposed to biological threats, including from laboratories located on the borders with Russia. Patrushev urged to exclude any cases of “illegal disposal” of such objects from the property of the country in order to be able to urgently notify the population about the threat of emergencies, including biological threats.
