This is 0.1 percentage points lower than at the beginning of the year. At the same time, the regulator expressed concern about the quality of loans issued. The share of mortgages with a down payment of less than 20 percent is decreasing, while the volume of issuance of such mortgages remains high. A loan with a small contribution is characterized by an increased level of risk, the regulator added.

The measures taken in September and December 2023 to increase the initial payment under preferential programs will help improve the quality of mortgage issuance, the Central Bank noted. In September, the minimum initial payment for all state-supported programs increased to 20 percent, and for "Preferential mortgages" it increased to 30 percent in December.

Earlier, in order to stabilize the growth of the mortgage lending market, the Central Bank announced that from March 1, 2024, it would increase the risk factor allowances for loans with a high debt burden (PD). The regulator reported that in two years, the share of loans granted to Russians with a debt burden of more than 80 percent has almost doubled.
