OREANDA-NEWS The Ministry of Agriculture of the Russian Federation will not apply a reduction factor in the distribution of tariff quotas for grain exports this year. This mechanism will start operating in 2025. This was reported to Interfax by the press service of the department.

The reduction coefficient for the distribution of quotas for the export of wheat, barley, corn and rye outside the EAEU was introduced by a decree of the Government of the Russian Federation in June 2023. According to it, the quota is divided into the main and additional parts. The main part of the quota (90%) will be distributed, as before, according to the historical principle. At the same time, a reduction factor equal to the percentage of the quota sample in the previous period will be calculated for each exporter. So, if a company chooses 90% of the volume allocated to it, then next year it will proportionally receive 10% less. The new mechanism gives exporters the right to voluntarily waive the quota or part of it. Applications for refusal will be accepted from April 1 to April 20.

The additional quota volume will consist of three parts: 10% of the total quota volume plus the volume released as a result of the application of the reduction factor, as well as formed from failures. Exporters who have already been allocated the bulk of the quota according to the historical principle will be able to apply for an additional part.

As specified in the Ministry of Agriculture, in 2024 the size of the additional part of the tariff quota will be formed from two parts: 10% of its total volume and the volume that will be formed as a result of voluntary waivers from the distributed quota sizes in April 2024.

As reported, the failure generation mechanism was tested in 2023. In total, exporters who had shares in the total quota refused almost 815 thousand tons of grain.

The Ministry of Agriculture recalled that in accordance with the government decree of December 23, 2023, the tariff quota for grain export outside the EAEU from February 15 to June 30, 2024 was determined in the amount of 24 million tons. There is no tariff quota for durum wheat, and its export is prohibited until May 31, 2024 inclusive.

The Russian Federation began to quota grain exports in 2020. The restrictions were introduced from April 1 to June 30 and amounted to 7 million tons. From February 15 to June 30, 2021, a new quota was in effect, its volume amounted to 17.5 million tons. Unlike the previous one, it became a tariff and was distributed according to the historical principle. At the end of 2021, the government decided that the quota would be annual with a validity period from February 15 to June 30.

In 2022, its size was 11 million tons, including 8 million tons of wheat. In 2023 – 25.5 million tons without division into types of grain. The quota for 2024 (24 million tons) also does not provide for specific grain separation.
