OREANDA-NEWS The Russian Ministry of Defense has developed a bill on the mandatory collection of genomic material from military personnel. The relevant document has been published on the federal portal of draft regulatory legal acts.
According to the draft law, the agency proposes to expand the list of persons from whom it is mandatory to collect DNA. This procedure in Russia is now subject to convicted and serving sentences of imprisonment, as well as suspects of crimes and those whose biological material must be seized during the investigation. In addition, genomic material is collected from close relatives of the missing and unidentified bodies.
The Ministry of Defense proposes to supplement this list with contract soldiers, including foreign ones, volunteers, servicemen of the Russian National Guard, employees of associations, military units and organizations of the Armed Forces of Russia, as well as other troops and formations. It is also proposed to extend such a rule to contract soldiers who participate in the operations of military units of the federal fire service and to special formations of the foreign intelligence service created for wartime.
Genomic registration, according to the draft law, will be handled by divisions of the Russian internal affairs bodies, with the government responsible for conducting it. DNA will be stored until people reach the age of 70, the age limit for those who remain in reserve, or until the fact of death is established.
Earlier, Russian President Vladimir Putin stated that the delivery of a DNA sample is an important moment for the search for missing military personnel. He noted that the idea of mandatory DNA donation after the conclusion of the contract would help establish the paternity of military children and, as a result, would help the military family in solving financial issues.
In turn, the Commissioner for Human Rights in Russia, Tatiana Moskalkova, assessed the situation with the search for missing persons in the area of the special military operation and stated the need to establish a search system for the Russian military.
