Two oil assets of the family of the ex-Secretary of State of Dagestan became the property of the Russian Federation

OREANDA-NEWS The Federal Agency for State Property Management (Rosimushchestvo) has received 100% of the shares of OOO Nefteproductsnab and OOO SME Holding (Dagestan, engaged in the wholesale of motor fuel).
The corresponding changes were made to the Unified State Register of Legal Entities on July 11.
Previously, Marzhanat Ismailova owned 100% of Nefteproductsnab.
Since July 7, the oil transshipment complex of Kaspetrolservice LLC and its owner, SME Holding LLC, have been transferred to Dagestan's income. Prior to that, SME Holding was owned by the children of Magomed Sultan Magomedov, now the former Secretary of State of Dagestan, Magomed Magomedov (52%), Khapisat Alpanayeva, Galimat Ismailova and Savdat Magomedova (16% each).
In June, the Sovetsky District Court of Makhachkala fully satisfied the claim of the Prosecutor General's Office for the recovery of Kaspetrolservice LLC (Dagestan, formerly known as Dagnefteprodukt OJSC) and related companies - SME Holding LLC, Dagestan New Technologies LLC, Nefteproductsnab LLC, as well as registered on their property.
According to the joint press service of the courts of Dagestan, in court, the defendants and their representatives fully acknowledged the claims and did not dispute the circumstances set out in the claim.
The lawsuit was filed to protect the interests of the state and society by bringing the defendants to civil liability for committing corruption offenses and eliminating the consequences of acts of corruption. It was justified by the fact that the Dagestan State Association for the Provision of Petroleum Products Dagnefteprodukt, the only operator for the transshipment of oil entering the commercial seaport of Makhachkala, operated on the territory of Dagestan.
"Knowing for certain that the enterprise belongs to federal ownership and the authorities of the Republic of Dagestan are not endowed with the rights to own, use and dispose of this property, Magomed Sultan Magomedov, using his connections and authority, ensured its transformation into JSC Dagnefteprodukt by adopting a corresponding order in 2005 by the Ministry of Property Relations of the Republic. Having official information about the upcoming auction for the sale of 100% of the securities of this joint-stock company, Magomedov created Dagestannefteprodukt LLC and ensured its victory at the auction," the press service explains.
It is noted that the money for the purchase of securities has not been received by the budget system.
According to the press service of the courts, having received a full block of shares in the company, Magomedov "began legalizing the rights to the assets of the former state-owned enterprise by splitting them up, converting them, transferring them to the management of controlled structures and selling them to affiliated persons." Subsequently, Dagestannefteprodukt LLC was renamed SME Holding LLC. Since 2020, its founders have been the children of the Secretary of State of Dagestan - Magomed Magomedov, Khapisat Alpanayeva, Galimat Ismailova and Savdat Magomedov, the court's press service clarified.
"The procedure for legalizing illegally withdrawn property from the federal treasury was completed in 2021, when JSC Dagnefteprodukt was transformed into LLC Kaspetrolservice. Along with this, new organizations were created on the material base of the former state-owned enterprise, including oil refineries Dagestan New Technologies LLC, Trans Tech LLC, and Nefteproductsnab LLC," the report said.
On June 25, the republic's law enforcement agencies reported the detention of Dagestan's Secretary of State. On the same day, his home and related addresses were searched. On July 1, Magomedov was relieved of his post, after which on July 7, the head of Dagestan, Sergei Melikov, signed a decree abolishing the office for ensuring the activities of the Secretary of State of the republic.
Now, according to the Unified State Register of Legal Entities, the owners of Dagestan New Technologies LLC, whose shares the court also decided to recover in the income of the Russian Federation, have remained the same. Thus, the company is owned by Magomed Magomedov (52.4%), Galimat Ismailova (16%), Khapisat Alpanayeva (15.9%), Savdat Magomedova (15.7%).
Kaspetrolservice is named on its own website as the largest oil transshipment complex on the Caspian coast of Dagestan and the only company that can receive and ship petroleum products across the Caspian Sea. The complex includes oil distribution depots, gas stations and the main enterprise - Makhachkala oil transshipment station.
In 2024, Caspetrolservice reduced its net profit by 2.4 times to 72.116 million rubles, while revenue increased by 3.8% to 770 million rubles.
