ROSNO’s Noyabrsk branch and the managing company NZhSK launched in the city a joint social project intended to attract public attention to the need to protect personal property and civil liability. The residents of over 16000 apartments in the buildings administered by NZhSK LLC have got an opportunity to insure their property and liability with ROSNO on favourable terms. The project will be implemented in accordance with the new insurance program "Housing Insurance in Noyabrsk", reported the press-centre of ROSNO.

ROSNO’s Noyabrsk branch and the managing company NZhSK launched in the city a joint social project intended to attract public attention to the need to protect personal property and civil liability. The residents of over 16000 apartments in the buildings administered by NZhSK LLC have got an opportunity to insure their property and liability with ROSNO on favourable terms. The project will be implemented in accordance with the new insurance program "Housing Insurance in Noyabrsk".

The essence of the program is financial protection of the general public against the typical housing risks: flood, fire, gas leak, breach of plumbing systems, short circuit in electric mains, consequences of storms and hurricanes. Presently, in many cases, liability for the occurrence is borne by the party that caused an accident, i.e. an apartment owner or a housing management company. The consequences of various emergencies have a negative effect on financial condition of apartment owners and housing management companies, and on the state of the housing fund. The search for wrongdoers and enforcement of cash compensations may last for years, and financial support provided out of the administration’s budget is extremely limited. Meanwhile, the procedure used as a basis of the new program will enable shifting financial liability for restoration of damaged property to insurance companies.

The project work is carried out in accordance with the following procedure: the insurer and the housing management company conclude an agreement whereby the HMC sends residents an offer in form of a housing and civil liability insurance certificate and a separate payment order for voluntary payment of insurance contribution, which is slightly over 60 roubles per month. Whether to pay for insurance coverage, everybody will decide on his or her own. Also, the apartment owner is entitled to choose the duration of insurance coverage of his or her apartment. The insured period may be one year or one month — for example, for the duration of vacations or business trips. An insurance compensation will be received within 10 days after submission by the aggrieved party to the insurance company of a housing fee payment receipt, together with the paid insurance premium, ownership certificate or abstract from the house register, and a document issued by a competent authority to certify the fact and reason of the insured accident.
Initially, the program was launched in 1995 under the auspices of the Moscow City Government and pursuant to the Mayor’s Decree "On implementation of the unified housing fund insurance system in the city of Moscow." Today, one of two Moscow apartments is insured under this program. At present, ROSNO is successfully implementing the program in 16 Russian cities.

In 2009, the insurance compensations paid by ROSNO under this product exceeded 35 mln. roubles. The insurance certificates distributed among the residents contain ROSNO’s hotline telephone numbers, which any resident can dial to get explanations regarding the housing insurance program.
