Russia are going to create a new megacorporation

OREANDA-NEWS As part of the microelectronics development plan in Russia, the government is going to create a megacorporation called the United Microelectronic Company (OMK), for the development of which a trillion rubles will be allocated until 2030, including 750 billion from the federal budget. The funds will be used for personnel training, infrastructure development and the creation of a full-cycle microelectronic production facility. In particular, we are talking about a factory for the production of chips with a topology of 28 nanometers and below. It is assumed that the government will officially adopt the strategy by March 1, after which it will be approved by a separate presidential decree.
The interlocutors of the publication claim that OMK will be headed by Denis Frolov, who owns the Baikal Electronics chip developer and the Astra IT group. The funds for the new corporation are planned to be raised through a technological levy on finished products, which will take effect on September 1, 2026 and is designed to help domestic companies.
By now, Russian microelectronics is experiencing a significant funding gap. The Ministry of Industry and Trade pointed out that the program for the development of electronic engineering in Russia was underfunded by 33.1 billion rubles.
The Association of Electronics Developers and Manufacturers (ARPE) claims that against this background, the production of domestic electronic equipment and the consumption of electronic components last year collapsed by a quarter compared to 2024.
