OREANDA-NEWS. S&P Global Ratings assigned its 'A+' issuer credit rating (ICR) to Daviess County R-VI School District (Winston), Mo., and its 'A' long-term rating to the Missouri Assn. of Rural Education's series 2016 lease certificates of participation (COPs), issued for the district. The outlook is stable.

Proceeds from the COPs will be used to construct, furnish, and equip additional elementary and high school classrooms as well as to improve existing facilities.

"The ratings reflect our view of the district's very strong market value per capita, strong reserves on a cash basis of accounting, and below-average unemployment rate," said S&P Global Ratings credit analyst Katelyn Batesel.

The stable outlook reflects our expectation that the district will continue its efforts to balance revenue with expenditures and thereby maintain strong reserves for the foreseeable future.
