Billions of rubles will be spent in Russia on non-existent equipment

OREANDA-NEWS The Ministry of Industry and Trade has decided to compensate Russian electronics companies for up to 30 percent of the cost of domestic equipment for the production of electronic products. This was stated by Deputy head of the department Vasily Shpak at the Electronics of Russia 2025 forum, Vedomosti writes.
The minimum amount of compensation will be 50 million rubles. In addition, it is planned to provide preferential loans to machine tool manufacturers themselves at a rate of 3-5 percent for the organization of mass production. In total, the Ministry expects to spend about three billion rubles for these purposes in the next three years.
The main problem with such measures, says Leonid Konik, CEO of ComNews Group, remains the fact that domestic equipment from this category, at least somewhat close to advanced, simply does not exist.
Many critical types of equipment are completely missing in Russia, he added, and building them from scratch is a gigantic task. To solve it, in addition to money, we need highly qualified electronics engineers and clean gases, most of which are also available only abroad.
Olga Kvashenkina, CEO of SNDGlobal holding, noted that if we talk about equipment like lithographs, then tens of billions of rubles need to be spent on them alone for development and production, with a permanent supply chain.
A source in one of the electronics manufacturers recalled that almost all the equipment used in Russia for the production of electronic components (ECB) is imported from abroad and it is "simply impossible" to replace it. As explained by TechNet NTI market expert Anton Averyanov, equipment from the Netherlands ASML, American Applied Materials, and Japanese Tokyo Electron is supplied through parallel imports, which are purchased at one and a half times the market price.
Nevertheless, a representative of the Ministry of Industry and Trade said that within the framework of the electronic engineering development program for the period up to 2030, a set of measures is planned aimed at developing and implementing an almost complete range of equipment for the production of electronic components. The draft of the scoring system necessary for classifying the equipment as domestic is at the approval stage.
Earlier, the State Duma adopted a law on the introduction in Russia of a technological fee for products with an electronic component base, similar to the recycling fee for cars. It is assumed that importers and manufacturers will have to pay as early as September 1, 2026. The funds raised will be used to develop the domestic radio-electronic industry.
