OREANDA-NEWS  The State Duma said that cryptocurrency will be legalized in Russia in 2023. However, it will not be possible to use it as a means of payment within the Russian Federation. The head of the State Duma Committee on the financial market, Anatoly Aksakov, said that the crypt could be used to pay for parallel imports. The Ministry of Finance of the Russian Federation has long proposed to legalize digital currencies in the country, the Central Bank opposes this. But it is possible to use crypto for international payments, said the head of the Central Bank Elvira Nabiullina — the main thing is that it does not fall into the financial system of the Russian Federation.

The bill on the partial legalization of cryptocurrencies in the Russian Federation for international settlements was planned to be adopted in 2022, Anatoly Aksakov added. However, due to the lengthy approval process, it is likely to be adopted in January 2023.

He said that the bill on the use of cryptocurrencies for international settlements was expected to be adopted before the end of the year, but the initiative is still being coordinated. "I can assure everyone that the crypt as a legal product will definitely appear next year, there will definitely be legislation, I hope that the deputies will support it, it is necessary that the deputies vote, then the president signed it," Mr. Aksakov said at the RBC Crypto forum. He explained that the cryptocurrency is planned to be used to pay for parallel imports and deliveries of goods to Russia. "In foreign settlements (cryptocurrency.— Kommersant) may well be used, it is still being used, they just raise the question that it is necessary to establish a legal field, including to pay taxes already within the framework of understandable legal regulation," the head of the Duma committee clarified.

In September, Prime Minister Mikhail Mishustin instructed the Ministry of Finance, the Central Bank, Rosfinmonitoring, the Federal Tax Service and the FSB to develop a unified position on the laws governing mining, as well as the issuance and circulation of digital currencies by the end of the year. In mid-November, the State Duma introduced a bill regulating the procedure for mining digital currencies and their subsequent sale. The adoption of this law will transfer mining into the legal field.
