OREANDA-NEWS. On April 11, 2007 an official delegation from Federal Hydrogeneration Company (JSC “HydroOGK”) visited Dagestan; Vyacheslav Sinugin, Chairmen of the Management Board of “HydroOGK” headed the delegation, reported the press-centre of JSC “HydroOGK”.
The delegation came to discuss the current status of mini-hydro construction industry and its perspectives in the Republic of Dagestan with the leaders of the Republic together with the representatives of foreign and Russian investment companies. Projects of new mini-hydropower plants’ constructions were presented to the potential investors.
Representatives of the following investment companies have visited Gunib hydropower plant: Fortum, Mitsui, Global Energy Services, Rosnor, International Bank for Reconstructions and Developments. 15 MW Gunib HPP was put into operation in May 2005. This plant is a bright example of successful realization of the Mini-hydropower Plants Construction Program in Dagestan. Since its commissioning Gunib hydropower plant generated more than 110 million kW/h of electricity. T.Gamzatov, Managing Director of “Regional Power Generation Company of Dagestan” (JSC “DRGK”) took the delegation to the Powerhouse and to the crest of the station dam; he told the guests the story of the construction and about the particularities of the project.
The delegation also visited the construction site of Gotsatl HPP, where in September of the last year Vyacheslav Sinugin, Chairman of the Management Board of JSC “HydroOGK”, and Mukhu Aliev, President of the Republic of Dagestan, solemnly buried a capsule with a letter addressed to the following generations in the ground at the future hydropower plant dam.
Then in the office of “Sulakenergo” a presentation of the construction project of Gotsatl HPP was held. Gotsatl HPP is the second stage (after Irganai HPS) of the construction of hydropower plants’cascade on the Avar Koisu River. The installed capacity of the station totals 100 MW(2 x 50 MW); estimated capital investments sum up 4 milliard 17 million rubles. The project financing scheme consists of 51% - JSC “HydroOGK”, 49% - investors. JSC “HydroOGK” will collect tenders from potential investor of Gotsatl HPP project before July of this year. There was also presented another mini-hydro construction project: 20 MW Akhti HPP-2 on the Samur River.
S. Ushin, Member of the Management Board of JSC “HydroOGK” informed the mambers of the delegation about favorable conditions created in the Republic of Dagestan for realization of new investment projects. In June 2006 Government of the Republic of Dagestan, JSC “HydroOGK” and JSC “Regional Power Generation Company of Dagestan” signed an agreement “About Cooperation in the Process of Reforming of Hydropower Complex of Dagestan Republic”. In October 2006 within the framework of this Agreement an alteration was made to the Law of the Republic of Dagestan “About the organizations property taxes” providing favorable tax rates for the property of new hydropower plants. In conclusion of the conference representatives of JSC “HydroOGK” were answering questions of the potential investors.
On April 12, 2007 in the Government House of Dagestan Republic Vyacheslav Sinugin, Chairman of the Management Board of JSC “HydroOGK”, and Mukhu Aliev, President of the Republic of Dagestan, met to discuss matters of hydropower industry development in the Republic, they also talked about regional support for the Program of the mini- and average hydropower plants construction in Dagestan.
Then leader of JSC “HydroOGK” met with the group of JSC “Regional Power Generation Company of Dagestan”. At the meeting Vyacheslav Sinugin shared about the main lines of the Company development strategy, the target model of JSC “HydroOGK” and answered the questions asked by the specialists of JSC “DRGK”.
Later that day delegation from JSC “HydroOGK” flew to the city of Rostov to take part in the meeting of the Committee for the complex development of electro energy in Southern Federal Region of Russia. The Committee was formed in November 2006; it was created to facilitate balanced and complex development of the energy system of the southern region of Russia and attract attention the government to the problems in the energy sector.
The Committee includes ministers of Industry and Energy sectors, deputy governors, heads of departments of fuel-energy complex of the subjects of Southern Federal Region of Russia, as well as the representatives of large electro power, fuel and industrial companies. D. Kozak, Plenipotentiary of President of Russian Federation in the Southern Federal Region of Russia, took part in the meeting.
