Krasnoyarsk Region Presents Its Major Investment Projects
OREANDA-NEWS. December 11, 2009. A presentation of major investment projects undertaken in the Krasnoyarsk region has been held at the RF CCI Congress Centre.
The event was timed with the region’s 75th anniversary.
Attending the celebration were RF CCI president Evgeni Primakov, Krasnoyarsk region’s governor Aleksandr Khloponin, the RF CCI managers, people from Russian and foreign companies and organisations, officials of the RF federal and regional authorities, legislature and the executive, people from dipliomatic corps and journalists.
Before the start of the session Krasnoyarsk governor Khloponin showed to RF CCI president Evgeni Primakov the major investment projects underway in the region. at the display at the hall of the Congress Centre
RF CCI vice-president Vladimir Strashko opened and chaired the session.
RF CCI president Evgeni Primakov made a speech of welcome, saying that the presentation of Russia’s regions’ investment potentials has now become a tradition. This time, he said, “we discuss things that can be done in the Krasnoyarsk region, which is about to celebrate its 75 years one of these days. Primakov congratulated Krasnoyarsk residents on the occasion.
He went on to say that this country had to be rearranged to develop in the innovative way for which both Russian and foreign investors should be attracted.
The Russian Federation pays much attention to this, he continued, having tabled a number of proposals to the Russian government, aiming at implementation of a clear-cut state tax policies, including in particular, the guarantee of not increasing the tax burden on investors during the time of the crisis on all taxes, the introduction of a 50% preference on taxes on profits channelled into investments; the correction of the Central Bank’s interest rate of no higher than 4% to 5%.
Given the need to an accelerated development Siberia’s and the Far East’ economic development, infrastructure and solving demographic problems is of special significance to the regions. The Krasnoyarsk region is a region of a tremendous potential. Its natural resources place it at No.1 slot in Russia, having more natural resources than the whole of Europe has. Experts assess its financial and investment potential highly, too.
The region’s authorities strive to create a multi-discipline economy and high-tech industries, with an eye at developing new technologies and their industrial application together with science. “I am sure” – Evgeni Primakov stressed – “that the presented projects will prove the region’s points of growth allowing it to move along the modernisation path, developing its education and cadre rearing area as well as perfecting other important industries and services. “
In his presentation Krasnoyarsk governor Aleksandr Khloponin stressed the need for the region to have a new economy. The region, he said, is doing its best to develop one, using in its investment projects nothing but the best of state-of-the-art technologies.
The governor made a brief outline of a number of the biggest projects, including those in the vicinity of river Angara. The very location of Krasnoyarsk is favourable for turning it into a major transport centre. Science can also be given a development urge, making it a base for the creation of modern technologies and developments. “We do all that we can to create conditions for all the wise men who had once left for other countries to return,” Khloponin said.
He said he was confident that the presentation in Moscow of the region’s investment potential would result in more intensive contacts of his region’s business community with businessmen in other parts of Russia, extending contacts with businessmen abroad thus concluding new contracts and the arrival of new investments. The Krasnoyarsk region that is about to celebrate its 75 years, has one of the biggest most industrial potentials. It has made a stake on modernisation.
First deputy of the Krasnoyarsk governor, chairman of the region’s government Edkham Akbulatov then gave a detailed account of the Krasnoyarsk region’s investment projects.
The population of the area of 2.3 million sq. km amounts to only3 million people. At the same time the region is Russia’s 7th biggest industrial region responsible for about a half of the country’s GDP. The stock of its natural resources is quite impressive, with 40% of Russia’s copper, 70% of nickel, more than 90% of platinoids, 26% of coal and 14% of timber.
The investments into the region’s economy in the last 5 years grew by 230% (to the tune of 300 billion roubles) which is higher than the Russian average index of some 200%. Edkham Akbulatov also presented a project of the development of the Angara region (including the construction of a hydro-power station, an aluminium plant, as well as projects of gold, lead and zinc ores extraction).
Starting from 2002 company Rosneft has been developing the Vankor oil field (commissioned this year with a projected exploitation period of 30 years and capacity of 25.6 mln tonnes of oil a year).The companies that have invested in the timber complex have good prospects, too (the region is the supplier of 8% of industrial timber; in 5 years timber processing grew by 30% in the region that stops exporting “round” timber m thus ensuring Russia’s 5% of processes timber).
The region is developing its fuel and energy complex. Several power stations are under construction. Speaking on the innovation direct of development Edkham Akbulastov mentioned the development of the solar energy cluster with 22blm to 25 bln roubles of investments. The region intensifies the rearing of its own specialists training 4,000 students in the Siberian Federal Institute only. Serious attention is being given to the development of Krasnoyarsk agglomeration, where 670 billion roubles is to be invested till the year 2020.
People from the companies implementing different projects in the Krasnoyarsk region spoke at the presentation of the region’s investment potential, including JSC RusHydro, RUSAL and SUEK. The tabled projects were discussed.
In conclusion a press conference was held where the head of the RF CCI Evgeni Primakov and governor Aleksandr Khloponin answered many questions from journalists.
As organisers think, the presentation will help to promote the attractiveness of the region for investors, establishment of new contacts with potential partners and widening the circle of entrepreneurs in contact.
