OREANDA-NEWS. December 22, 2010. The Port of Tallinn and the Ukrainian company DMSS plan to build an oil refinery in Paldiski, the northwestern town and port complex. The first stage would cost slightly more than one billion euros and create 200 new jobs. The plant looks to be competitive on the Baltic and Scandinavian motor fuels market, ETV reported.

The first stage would take two years to build and upon completion the plant would be capable of refining three million metric tons of crude oil a year.

That figure would grow to about six million tons on final completion and the refinery could potentially have a workforce of 1000.
