OREANDA-NEWS. October 19, 2012. Portability of phone numbers to be launched on May, 1, 2013 in mobile networks and on July, 31, 2013 in fixed ones in Moldova. These deadlines were fixed by the Administrative Board of the National Regulatory Agency for Electronic Communication and Information technologies that approved the Plan of Action in put in to operation the portability of phone numbers services in Moldova.

The document was adopted to implement the Program of Putting into practice the Portability of phone numbers in Moldova for 2011-2013. According to it, ANRCETI, providers of networks and mobile and fixed communication services as well as the administrator of the central data base have to take a certain set of measures to launch this service. Providers of networks and mobile and fixed communication services as well as the administrator of the central data base have to work out technical and commercial terms for the service and the Administrative Board of ANRCETI to approve them till December, 25, 2012.

Then providers of mobile communication have to conclude contracts with CDB administrator and adjust their networks to launch the service on May, 1, 2013. The same must be done by providers of fixed communication to launch the service on July, 31, 2013. The CDB administrator has to complete organization and testing the data base for mobile communication till April 25, 2013 and for July, 25, 2013 for fixed communication. The administrative Board of ANRCETI has established the working group to monitor and control works to adopt the phone number portability technology.

The group has been composed of specialists of ANRCETI, representatives of providers and the CDB administrator. The group is to monitor and quarterly report on the course of the implementation of the Program. The reports will be posted on the site of ANRCETI. At the end of 2013 the working group and ANRCETI are to assess the results of the adoption and to make the report to be published on the site. Portability of numbers is a service which gives subscribers an opportunity to keep their phone numbers if they decide to change a provider. This technology was adopted in over 50 states, including 27 European ones.

In Moldova launching the service is stipulated by the Law of Electronic Communication and meets EU standards in this area. Administration of the Central Data Base for launching the portability in Moldova was shouldered on NP Base, an enterprise founded by Mediafon UAB, Lithuania. This company won the tender organized by ANRCETI on August, 6-13, 2012.
