OREANDA-NEWS. October 08, 2013. Ceremonial awarding of the first grants within the frameworks of the Kyrgyz sustainable energy financing facility (KyrSEFF) for successful implementation of energy-saving activities took place.

The certificates entitling to receive bonuses were awarded to the first four Kyrgyz citizens – KICB customers, who could effectively implement energy efficiency projects (heat insulation of a roof, walls, a floor, replacement of windows), which is topical on the edge of the winter period:

Zhakin Kendirbaeva, the grant for USD 1,348.
Taalaibek Sydykov, the grant for USD 600.
Nuryipa Daiyrova, the grant for USD 490.
Toktosun Ryspekov, the grant for USD 464.
 
It should be noted that with introduction of such energy saving measures, the dwellers has provided comfortable conditions and saved the family budget due to reduction of expenses when paying for electricity in winter time.

At present under the KyrSEFF line, KICB has supported the energy saving projects for more than USD 3 million.  The residential loans have been used by more than 70 owners of apartments and residential houses in Bishkek city and other regions of the republic. Owing to business loans 8 large companies could upgrade manufacturing equipment and provide their buildings with heat insulation.

Since April 2013 under the financial support of the European bank for reconstruction and development (EBRD) and the European Union a new innovative KyrSEFF credit line has been implemented in Kyrgyzstan aimed at support of energy efficient activities.  The unique peculiarity of this investment is a motivation bonus system. Each loan is supported by grants up to 35% of total loan amount.  At present loans are disbursed through the partner bank KICB for up to 5 years in KGS (from 17% p.a.) and in USD (from 13% p.a.).

The start of the KyrSEFF program in Kyrgyzstan has been accompanied with the favorable legislative base in the area of energy efficiency of buildings. In 2011 in our republic for the first time on the territory of CIS the KR Law “On energy efficiency of buildings” was adopted, the draft of which  was developed by leading international experts and specialists of the State agency for construction, architecture and housing services under the KR Government.

As per evaluation of the specialists, the implementation of the project on energy-saving in Kyrgyzstan can be a start of large transformations in issues of energy efficiency in Kyrgyzstan that will allow solving many existing problems of domestic energy.  And implementation of energy saving activities by ordinary citizens of our republic is a bright example for imitation by both population and all government organizations in whole.
